Association “RusChlor” was duly registered on September 26, 2005. Among its founders are all the leading chlorine producing companies of the Russian Federation, namely Volgograd Public Joint-Stock Company “Kaustik”, Sayansk Public Joint-Stock Company “Sayanskkhimplast”, Sterlitamak Public Joint-Stock Company “Kaustik”, Kemerovo Limited Liability Company “Khimprom”, Usol’e Sibirskoe Limited Liability Company “Usol’ekhimprom”, Novomoskovsk Public Joint-Stock Company “Azot”. Moscow Closed Joint-Stock Company “Russian Chlorine Safety Centre” is also a founder of RusChlor.

Among our members are representatives of a wide variety of industries including the chemical and pulp-and-paper ones, non-ferrous metallurgy, housing and communal services where tons of chlorine are daily circulating. Chlorine is a highly toxic chemical agent, which makes safety one of the vital necessities for each of our full and associate members.

We in RusChlor see its mission as being a communicative environment for the producers of chlorine, the Government, the society, and general public of the Russian Federation so that we could help in defending the vital interests of the chlorine industry, creating sound corporative technical rules and governmental regulations, putting the modern technologies and equipment into practice.

At the same time RusChlor will never engage to even a smallest extent into any commercial activity. RusChlor will not ever meddle in any matters connected to the business of its members either.

There are a lot of organizations abroad who are analogous to RusChlor in subject and mission. For instance, in 1924 the American producers, users, and consumers of chlorine united in an association. Now the Chlorine Institute amounts to more than 240 companies. Association of European chlor-alkali producers “Euro Chlor” that has been functioning since 1954 now unites as many as 80 companies operating all over the world in the markets related to chlorine. There are also similar NGOs successfully functioning on other continents, in Japan, Mexico, India, etc. Irrespective of whether they are geographically far from each other or not, they are the same in their mission which is to serve the national chlor-alkali industry in solving the problems of modernization of the technology, safety and accident prevention, preservation of the environment, wild-life conservation, and health protection. RusChlor is trying hard to become a match for them.      


X International Conference "Chlorine and its derivatives 2016: Best Available Techniques" (17.05.16)

Association “RusChlor” in cooperation with JSC “National Chlorine Safety Centre” and with the assistance of Ministry of Industry and Trade, Federal Service for Ecological, Technological, and Atomic Supervision of the Russian Federation, and Russian Chemists Union held on the premises of Moscow hotel Baltschug Kempinski on April 05 through 06, 2016 the Tenth Anniversary International Technology Conference “Chlorine and its derivatives 2016: Best Available Techniques”.

There have participated more than 140 people in the conference. They represented 78 legal entities of various kinds including the state-owned and private companies, governmental agencies, industry groups, trade associations, production units, engineering companies, and scientific organizations from the Russian Federation, Republic of Belarus, Republic of Kazakhstan, China, Germany, Italy, Belgium, France, Switzerland, Ireland, India, and Estonia.

The programme of the conference has been divided into the following three blocks of themes:

·  industrial production of chlorine and its derivatives;

·  the problems that are being encountered in transportation of chlorine;

·  the raw commodities, equipment, and instruments designed to be used in the chlor-alkali industry.

As it has become quite customary for such RusChlor-held events, at the opening of the conference the audience was first cheered up by the musical greeting performed by Moscow virtuoso string quartet “Studio for New Music”. Then the conference began with the words of welcome delivered by President of Russian Chemists Union.

There were made out a few review reports on the first day of the conference by the representatives of Ministry of Industry and Trade, Federal Service for Ecological, Technological, and Nuclear Supervision of the Russian Federation, and Association "RusChlor". The reports were centered on the problems currently faced by the chlor-alkali industry, the state policy involving a change for governing the industry on the Best Available Techniques (BAT) principles, the normative legal regulation in the field of industrial safety, the current achievements and setbacks of the industry.

In conclusion of the first day of the conference the representatives of RusChlor made two presentations featuring the issue of BAT for the chlor-alkali industry and delivering the RusChlor’s performance report in the international activities for the year 2015.

There were mostly tackled the problems of bulk transportation of the liquid chlorine over rail and the ones linked to the modern equipment for the chlor-alkali industry on the second day of the conference. In so doing a representative of Department of the State Policy in regard to the Railway Transportation at Ministry of Transport of the Russian Federation lectured the audience on the state policy installed and enforced in normative legal regulation of transportation of the dangerous goods.  

The modern-day technical requirements that should be met by the design of both the railway tank-car and tank container meant to be used in bulk transportation of chlorine over rail were meticulously analyzed in the presentation delivered by the Executive Director of RusChlor.

  Under the roundup discussion in the end of the second day of the conference there was considered a task of designing such an innovative next-generation chlorine railway tank-car that should be a solution to all the problems felt in the bulk transportation of chlorine over rail. The discussion quickly evolved into a rather hot argument between the representatives of the producers of chlorine, designers of the equipment relevant to the case being considered, on the one hand, and the representatives of the government, on the other hand.

PJSC “SOL RUSI” being a holder of the license to develop the Belobazh rocksalt deposit in Nizhny Novgorod Region has begun constructing a saltern for production of the purified solid salt.

The aforesaid Belobazh rocksalt deposit is acknowledged to be among the richest ones in the Russian Federation. The deposit’s geologic resource amounts to 785 million tons. The aforesaid saltern’s proposed production capacity amounts to 600 thousand tons a year. The capacity can be extended in the future to reach the level of 1 million tons a year though.  The saltern’s first stage’s production capacity is expected to amount to 150 thousand tons a year.

The raw salt fully meets all the composition requirements established for the rocksalt used in the industrial chlor-alkali production process. There are also being mulled the prospects for production of salt Extra as a marketable end-product and the pelleted salt for the water treatment industry there.

RusVinyl   LLC   polyvinylchloride production complex is intended for production of suspension and emulsion polyvinylchloride  (PVC-S and PVC-E) and caustic soda (sodium hydroxide). The production capacity is:

- suspension polyvinylchloride -

300 000 t/year

- emulsion polyvinylchloride -30 000 t/year

- caustic soda (50% water solution of sodium hydroxide) - 470 000 t/year The basic initial raw materials for production of PVC-S, PVC-E and caustic soda are:

- ethylene supplied from Sibur-Kstovo LLC comprised into Sibur-Neftekhim OJSC

- sodium salt from the deposits of Astrakhan and Solikamsk regions.

The Complex includes the following productions:

- production of chlorine by the membrane electrolysis method (UEM);

The Complex includes as well the water supply and water disposal facilities, production- auxilary facilities, railway facilities, off-plot repair facilities, warehouse area.

In compliance with Federal law No 116-FZ, the company represents a hazardous production facility of the 1st class of hazard which deals with explosive and fire hazardous and toxic substances disposal.

Limited Liability Company “"Scientific-production Association 'Transport Cybernetics" hereinafter referred to by either its abbreviated name as LLC “SPA ‘TC” or as the “Company”, was duly incorporated under the legislation of the Russian Federation on April 03, 2015.

  The Company has been conducting its business along the following lines of activity ever since:

· test examination of automatic monitoring system “CyberChlor” designed to control the processes of the railway transportation of chlorine so that it should become possible in the future to give up providing the bulk transportation of the liquid chlorine over the railway with any escort of people;

· development, manufacture, implementation, and supply of such an automated tracking system called “CyberTrack” based on the use of GLONASS, GPS, GSM, or ZigBee that should be capable of providing both the continuous monitoring of the cargo railway cars carrying the dangerous products (hydrochloric acid etc.) and the legally valid registering of both the event and place of such in-service troubles that the railway tank-cars got into when they were in use, that have resulted in damage caused to either the inner rubber layer of the tank-cars or the moulded pieces of those tank-cars’ tracks.

·  pre-production and certification of the automated electronic monitoring systems, namely optical-electronic lock-and-seal devices “CyberCAT”, designed to exert control over the condition of the infrastructure facilities, means of transport, and the goods being transported so that there should be essentially cut the expenses linked to:

          · physical participation of people in works on handling, inspecting, and escorting the cargo;

          · keeping the records, management, and utilization of the locking-and-sealing devices;

          · localization of the scenes of thievery or substitution in regard to the goods;

·  development of system "CyberVan" aimed at bringing under control  the integrity of the rail freight cars in regard to the assembly units of the cars’ chassis so that there should be put a barrier to the stealing of the good moulded parts from the rail cars everywhere in the railway network operating under the standard of 1520 mm.;

·  development of system “CyberCar” aimed at bringing under control both the integrity and coherence of the optical-electronic lock-and-seal devices mounted onto lorries and cargo trains, which is supposed to secure the fulfillment of the requirements set by the big reinsurance companies in regard to both the unbreakability of the freight sealing systems and localization of the theft scenes so that there should be considerably reduced both the transportation insurance tariffs and physical participation of the crews of people in both inspection and escorting of the goods.

 Association of the Russian chlor-alkali industry “RusChlor” is now preparing at full throttle its Ninth International Technology Conference entitled  “Chlorine and its derivatives 2015: Best Available Techniques”.  The conference will be held in Moscow at the conference hall of “Baltschug Kempinski” hotel on March 31 through April 01, 2015.

Each of the eight such conferences previously held by RusChlor was a great success in both the scope of the themes considered and prominence of the conference’s attendees, which makes the incoming event the most important forum on the problems currently felt by the chlor-alkali sector in the Russian Federation. We expect that most of the prominent Russian and foreign engineering companies, scientific organizations, producers of equipment and instruments who are currently dealing with chlorine will take part in the conference along with all the Russian chlor-alkali producers.

In composing the programme for the conference we aimed mostly at staging a proper discussion of the feasible development options available for the Russian chlor-alkali industry. Therefore the programme will consist of the following major blocks of themes:

 

1. Current state of the industry vs conditions guaranteeing its future sustainable development:

·        National development strategy for the Russian chemical industry through to the year 2030 built on the assumption that the chlor-alkali subindustry should be considered the industry’s base sector.

 

·         The current state of the chlor-alkali industry vs Technical Policy’s implications for the further development of the chlor-alkali and organochlorine products industries in the Russian Federation. 

·        Outcomes of the reform of the system for the technical-and-normative regulation and supervision over the hazardous industrial facilities.

·         Major novelties introduced into the legal and business practice by the approval of National Standards “Safety Rules for Production of Chlorine and Chlorine-containing Substances” on August 11, 2014.

2. Engineering, construction, modernization, and commissioning projects carried out for both the brand-new and old facilities. Achievements vs Problems

·        The problems felt in reconstruction and extension of the production of chlorine and its derivatives;

·        Experience gathered in designing, constructing, and commissioning the brand-new chlorine production facilities.

3. Modern technological equipment, pipelines, fittings, fixtures, and control instruments employed by the clor-alkali production processes.

4.  Outcomes of the latest WCC Annual Meeting (Houston, Texas, October 15 through 17, 2014)

Association "RusChlor" participated on October 15 through 17, 2014 in the annual 2014 meeting of World Chlorine Council.

The meeting's events were mostly held in the conference rooms of The Houstonian Hotel in Houston, Texas, USA. 

Nevertheless, in keeping with the meeting’s programme the Russian chlor-alkali industry representatives visited technological cluster Baytown Park run by German company Bayer Material Science AG. The industrial complex is situated on the outskirts of Baytown near Houston and is said to be the Bayer’s biggest chemical plant in the whole region comprising the North America, Canada, and Mexico. In addition to that the participants in the WCC meeting also visited the nearby site of an American packager company affiliated to DXI Industries Inc. The said site is situated in a Houston suburb. The company in question is amongst the biggest American ones engaged in packaging the liquid and gaseous chlorine, sodium hypochlorite, sodium hydroxide, sulfur dioxide, and anhydrous ammonia. DXI Industries Inc. also distributes the chemical products to consumers the biggest and most important of which being made up by the water treatment stations. The company also provides the water treatment stations with the specialized warehousing services. The visit to the aforesaid two facilities functioning actually within the territory of a national nature reserve has stirred a great interest among the Russian delegation.  

  The Russian specialists consider the hearings of so called “Regional Updates” the second-in-importance action of all those on the WCC’s meeting’s programme. The updates were delivered at the WCC’s General Assembly by the representatives of the national and/ or regional chlor-alkali associations making up the World Chlorine Council. Along with his colleagues representing the chlor-alkali industry associations of various countries and regions of the world, Executive Director of Association “RusChlor” Boris Yagud made a presentation depicting both the current state and foreseeable changes in the situation of the Russian chlor-alkali industry, after which Mr. Yagud answered the listeners’ many questions.  

The Russian delegation attended the meeting’s all administrative sessions including the following ones: Discussion of both the budget execution performance within the reporting period and the budget proposals put forth in regard to the next year, appointment of chairs to WCC's both the Working Groups and Secretariat, and determination of both the rendezvous and timing for the next year’s WCC’s annual meeting  

In participating in the WCC’s meeting’s events including the protocol ones, the Executive Director of Association “RusChlor” conducted a few bilateral negotiations with his counterparts from the United States, Canada, China, India, Europe, and Latin America. In so doing there were discussed there the issues of the production technology, transportation and use of chlorine, caustic soda, and their derivatives as well as the issues related to the prospective modernization of the Russian chlor-alkali industry, technical regulation, and technical policy carried out by the Russian government.

As of now both the RusChlor’s experts and its Executive Board of Directors are busy sorting out the various deliberations about the information gathered at the WCC's annual meeting in Houston. Nevertheless, there will be published pretty soon on the RusChlor’s web-Site other materials linked to the aforesaid meeting of both the analytical and lookthrough character. There was held the Third China International Chlor-Alkali Conference in Beijing on September 24 through 25, 2014.

There were noticeable among the participants in the Conference a number of the practicing engineers each having gathered quite a vast field experience, scientists of various fields of research, economists, ecologists, consultants, business people, and representatives of some prominent NGOs, regulatory oversight bodies from China, the United States, Canada, Germany, Thailand, India, South Korea, Australia, and the Middle East countries.

The delegation from the Russian chlor-alkali industry at the Conference was made up of representatives of the RusChlor’s front office as well as of both the practicing managers and specialists representing OJSC “Sayanskkhimplast” and Berezniki LLC “Soda-Khlorat”.

 

Executive Director of Association “RusChlor” made a presentation entitled “The current situation of the Russian chlor-alkali industry” at the Conference. The presentation has stirred a great interest amongst the audience.

On the Conference’s sidelines the Russian delegation visited a production facility run by Chinese chemical machine building company “BlueStar”. The facility is manufacturing the membrane electrolyzers including the zero-gap ones and performing the maintenance works on the anodes and cathodes of the company’s clients’ electrolyzers. The Russian specialists have found the visit very interesting and extremely informative.

1.  the meeting should apply to State Commission attached to the President of the Russian Federation on the Fuel and Energy Complex Development Strategy and Ecological Safety Issues for introduction into the Task Force for the Import Substitution under the Oil and Gas Complex of the representatives of chemical industry.

2. the meeting should apply to Ministry of Industry and Trade of the Russian Federation in the context of the functioning of the Expert Council on Development of the Chemical Industry for formation of a task force so that the task force should compose a list of those now being imported products, technologies, and equipment that would be replaced with the domestically produced ones primarily and in the first instance. There should be represented every single subindustry of the chemical industry in that task force.  

3.      there should be completed “National Development Strategy for the Russian Chemical Industry for the period from the year 2014 through 2030” with the top-priority goals in the import substitution in the chemical industry. In so doing there should be explicitly determined the timetable, measures of the State support for, and sources of financing the said import substitution.  

II.  The RCU Council does not object to formation of the aforementioned “Industry-wide Council for skills generation” The RCU Council hereby charges its Executive Board of Directors with the responsibility to develop the Charter of the Industry-wide Council for skills generation under the current Russian legislation.  

All the relevant comments on this draft resolution will be accepted from the members of the RCU Council and Commission on Chemistry for consideration if received within a ten-day period starting from the date of the meeting.

Fiftieth anniversary of CAC (12.09.14)

Associate member in Association of the chlor-alkali industry of the Russian Federation (RusChlor) German company Chemieanlagenbau Chemnitz GmbH (CAC) whose headoffice is located in Chemnitz celebrated its jubilee early this September.

 

 

There was also held the Second Chlorine Conference within the framework of that event in Chemnitz. The conference was attended by the representatives of the company’s both staff and partners. A few CAC top managers together with representatives of the following cooperating companies delivered speeches at the conference: OJSC “Sayanskkhimplast”, Asahi Kasei Chemicals Corp., Ñhlorine Engineers Corp., and Association “RusChlor”.

Upon finishing the conference, the celebration moved to the opera theatre where there was staged a faerie show symbolically depicting all the fifty years of the company’s history.

 

Association “RusChlor” of the Russian chlor-alkali industry hereby has the pleasure of extending to company “Chemieanlagenbau Chemnitz GmbH” our sincerest congratulations on the occasion of the company’s jubilee. Chemieanlagenbau Chemnitz has been successfully operating in the Russian market for decades already. Roundtable discussion arranged by International Sustainable Energy Development Centre (27.05.14)

Association "RusChlor" has participated in the roundtable discussion arranged by International Sustainable Energy Development Centre (ISEDC) in Moscow. The arranger of the event is an NGO operating under the aegis of UNESCO. The aforesaid Roundtable Discussion was held in Moscow on April 24, 2014. The theme for the discussion has been formulated by the arrangers as follows: “Federal Policy for Support and Protection of the National Industry under the conditions of the Russia’s participation in both WTO and Custom Union”. Executive Director of Association “RusChlor” Boris Yagud participated in the discussion.
 
There also participated in the event the representatives of ISEDC, Ministry of Industry and Trade, Analytical Centre affiliated to the Government, Eurasian Economic Commission, Public Council affiliated to Ministry of Energy of the Russian Federation, and a few other Russian scientists and industry experts.
 
There were brought to the attention of the participants in the discussion the reports and presentations about formation of a complex of the interconnected measures aimed at protecting and supporting the national industry under the conditions imposed by the Russia’s entering WTO, potential ways of supporting the industrial exports from the Russian Federation subject to the new Codes and Standards imposed by the Russia’s membership in WTO and OECD, equalization of the competitive business conditions at purchasing the products by the natural monopolies as well as the oil and gas companies.
 
The presentation made by Mr. Yagud at the roundtable discussion considered the contemporary situation of the Russian chlor-alkali industry and compared favorably with all the other reports made there owing to the presentation's focusing on a single acute problem of the industry in the first place and the clear and easily comprehensible formulation of that problem. Mr. Yagud stressed that as of the time of his delivering the presentation the key problem for the Russian producers of chlorine was made up by the tariffs on the electrical energy rather than even modernization. Those tariffs were for the Russian chlor-alkali producers:
  • are 2.7 times higher than for the American ones;
  • are 2.4 times higher than for the Chinese ones;
  • are 1.2 times higher than for the European colleagues and competitors.
 
It is exactly this outrageous distortion that is currently inflicting the main pain on the Russian chlor-alkali industry. The membership in WTO is supposed to eliminate the uncompetitiveness. When running such an energy intensive facility as the chlor-alkali plant though, one does not stand even a smallest chance of being competitive under the Russian energy tariffs. It is the proper tariff adjustment mechanism or if truth is to be told, the energy price investment that the Russian chlor-alkali industry needs desperately and urgently from the state. Otherwise the industry will not merely survive in to any extent long perspective not even speaking of modernization.
 
The presentation made by Mr. Yagud has steered a considerable interest among other participants in the roundtable discussion. There were made a few comments on it there. It is worth noticing the following two of them here:
  • Mr. Kargin, economic growth analyst at Moscow Closed JSC “Flight technologies” has expressed his accord with the Mr. Yagud’s presentation’s main message. Mr. Kargin has also reminded to the participants in the roundtable discussion that the general energy tariff situation of the Russian aluminum industry is pretty close to tariff situation described by the Mr. Yagud’s presentation. Mr. Kargin has suggested that everybody present at the discussion should think of such the possible ways of lowering the tariffs as introduction into the legal and economic practice of the special energy tariffs for the energy intensive industries or putting into practice Article 8 of the WTO Agreement on subsidies;
  • Ms. Dudykina, head of Office for the WTO issues at Analytical Centre affiliated to the Government has assured the participants in the roundtable discussion that the energy intensive industries’ anxiety for the energy tariffs have been heard by the government and that there is currently going on a search for the adequate efficient ways of regulating the tariffs.

Eighth International Scientific and Technological Conference (January 17, 2014)

Association of the Russian chlor-alkali industry (Association "RusChlor") held on December 03 through 04, 2013 its Eighth International Scientific-and-Technological Conference "Problems faced by the producers of chlorine, alkalis and their derivatives: Modernization, Safety, and Ecology". The conference was both organized and conducted in cooperation with Federal Service for Ecological Technological and Atomic Supervision of the Russian Federation and with the assistance of Russian Chemists Union.
 
There participated 120 specialists from the Russian Federation, Italy, Japan, Germany, France, Belgium, Switzerland, Great Britain, China, India, Canada, Estonia, and Ireland in the conference. They were representing more than sixty legal entities including:
  • 15 such plant facilities that are either producing chlorine already or making plans to produce it or its derivatives in the nearest future;
  • 16 engineering companies and design organizations;
  • 7 industrial consumers of chlorine, caustic soda, and chlorine derivatives;
  • 28 equipment & solution providers servicing the chlor-alkali industry.
 
There were heard 28 presentations at the conference, 17 of which were delivered by the foreign participants. This conference’s both representativeness and diversity has proved that it provides the Russia’s major forum on not only the acute and actual problems faced by the chlor-alkali industry but also the problems felt by the whole chemical industry.
 
The programme of the conference has been oriented to share views on the chlor-alkali sector development trends under the circumstance of coming into the legal force of first the new Russian technical regulation legislation and second the latest global legally binding instrument on mercury (Minamata Convention). Therefore, the programme consisted of the following bundles of themes for presentation:
  1. Current state and the future prospects of the Russian chlor-alkali subindustry.
    • The problems felt in reconstruction and extension of the production of chlorine and its derivatives.
    • Experience gathered in designing, constructing, and commissioning the brand-new chlorine production facilities.
    • Modern technological equipment, pipelines, fittings, fixtures, and control instruments employed by the clor-alkali production processes.
  2. Improvement of the State technical regulation system governing the hazardous chemical activities.

    • Improvement of the procedures for conducting the examination and certification of the manufacturing processes, instruments, and equipment destined to be operated at the hazardous productive facilities.
    • Conceptual layout of new draft National Standard "Safety rules for production, transportation, and use of chlorine and chlorine-containing substances".
  3. Accident rate analysis and assurance of a sufficient level of the industrial and ecological safety in the course of production of chlorine and its derivatives.
 
The following issues considered in a few presentations have stirred a great interest among the participants in the conference:
  • The Draft Chemical Industry Development Strategy to be presented to the government of the Russian Federation for consideration and approval;
  • Outcomes and implications of the reform of the system for the technical-and-normative regulation and supervision over the hazardous industrial facilities;
  • The engineering decisions taken and progress made in carrying out the projects aimed at modernizing the chlor-alkali industry, which includes both the conversion from the mercury-cell technology to the membrane one and creation of the brand-new membrane-cell facilities;
  • Contemporary trends in the development of the applied membrane electrolysis technology and equipment for the chlor-alkali production facilities including both the large-scale such facilities and low-capacity ones;
  • Contemporary practice in manufacturing the sodium hypochlorite;
  • The constructional materials used in production, transportation, and storage of chlorine and chlorine-containing substances;
  • Safe storage and transportation of chlorine.
 
The new information announced by the presenters to the participants in the conference has helped in not only the participants’ better understanding the technologies, equipment, and materials suggested to be used in the chlor-alkali production process but to identification of the new trends in the technical policy implemented by the government in regard to the chlor-alkali industry.
 
Therefore, the conference will be no doubt instrumental in strengthening the existing business ties, establishing the new ones, and sharing the gathered experience.

Let me introduce to you Italian company CHEM-TECH Engineering S.r.l. who has been recently admitted to membership in Association “RusChlor” with the rights of an associate member.
 
CHEM-TECH Engineering S.r.l. has been operating for almost twenty years in the markets of designing, developing, and constructing the industrial engineering projects on a turnkey basis. In particular, the company develops, manufactures, and delivers such special equipment, piping systems, and plants that involve extensive usage of the materials such as special plastics and alloys that are required to be extremely  resistant to chemical corrosion. Although CHEM-TECH are really cooperating with a few branches of chemical technology, it has always paid a special attention to the area connected to the production of chlorine and its derived compounds.
 
The Association "RusChlor" - member of the "World Chlorine Council" (02.11.2012)

Association "RusChlor" has been admitted into WORLD CHLORINE COUNCIL with the rights of a full member.  
There was conducted a solemn ceremony of admitting RusChlor into the full members of WCC in Moscow on October 11, 2012. Mr. Alistair Steel the Executive Director of WCC and Mr. Boris Yagud the Executive Director of RusChlor signed the Certificate of Membership on behalf of correspondingly WCC and RusChlor. Association "RusChlor" has been cooperating with WCC for rather a long time. Therefore, the formal application filed by RusChlor for full membership in World Chlorine Council was duly considered and approved by the WCC Management Committee on its face-to-face meeting in Moscow on October 10, 2012. As Executive Director WCC Mr. Alistair Steel puts it, as Association "RusChlor" has fully satisfied all the WCC membership criteria, it should be given a decent position among the other full members of the federation.

World Chlorine Council has been awarded an official status of a NGO accredited at UN and as such WCC is now being widely considered an official voice of the world chlor-alkali industry at various international forums and by various organizations at the international level. Another important thing about WCC is that most national and regional associations of both the chlor-alkali and VCM industries make up such members in WCC that are actively participating in its work.

The major lines of the WCC activity have been outlined as follows:
1. WCC shall try to participate in all the international forums that are expected to have a global impact on the decision making process in the fields of stewardship, technical regulation, and advocacy. In so doing, WCC shall coordinate the process of providing the key stockholders with the technical and legal information in such a way as to maneuver the decision makers into avoiding such decisions that could unjustifiably harm the interests of the world chlor-alkali industry.
2. WCC shall facilitate every effort in the world to improve the performance of both the chlor-alkali industry and all its co-industries including the transportation, use, and processing of chlorine under the safety and sustainability criteria so that the major attention should be devoted to the practical techniques.
3. WCC shall demonstrate the continuousness of improvements in the chlorine chemistry’s sustainability performance to all the stakeholders and the general public.
4. WCC as a whole and all its members shall effectively communicate with each other so as to exchange and disseminate the scientific knowledge and information on the chlorine chemistry benefits. All the regional and national chlor-alkali industry associations that are members in WCC are being regularly informed on the progress towards the aforesaid WCC goals.

About annual meeting of World Chlorine Council in Moscow (02.11.2012)

This year’s annual meeting of World Chlorine Council was held in Moscow this October.

In cooperation with World Chlorine Council (WCC) Association "RusChlor" held International Sustainability Workshop called the "Russian Day" on the premises of Moscow five-star hotel "Baltschug Kempinski" in the hotel’s conference-hall "Moscow" on Thursday October 11, 2012. All the Workshop’s work has been pivoted on the central issue of interaction between the chlor-alkali industry, on the one hand, and the government including the various supervising bodies, on the other hand. The said issue was addressed so that both the problems faced by the Russian chlor-alkali industry and the decisions taken by the industry in tackling the problems should be compared with the ways the same or at least analogous problems were being dealt with in the countries represented in WCC. There were eighty nine people participating in the workshop who represented the industrial, scientific, and regulatory organizations both Russian and foreign.

World Chlorine Council was represented by specialists from the world's biggest chlor-alkali producers such as Solvay, Bayer, DOW Chemical, Occidental Chemical to name just a few of them as well as by the experts from the regional and national associations of the chlor-alkali industry from all over the world. Thus, there were representatives of Japan Soda Industry Association, China Chlor-Alkali Industry Association, Clorosur, Korean Chlor-Alkali Industry Association, Euro Chlor, Chlorine Institute, Cefic, American Chemistry Council (Chlorine Chemistry Division), and Canadian Chlorine Chemistry Division participating in the Workshop.

The Russian Federation was represented at the Workshop by the top managers of the Russian cglor-alkali production facilities as well as by the top-level officials of the Federal Anti-Monopoly Service, Federal Service for Ecological, Technological, and Atomic Supervision, and the Ministry of Ecology and Natural Resources of the Russian Federation.

Volgograd Open Joint-Stock Company "Kaustik" and Group "Bashkhim" have made up the main sponsors of the Sustainability Workshop.

It is worth categorizing the themes of all the presentations delivered at the Workshop into the following blocks: "State Regulation of the Toxicologically Risky and Energy-Intensive Production Facilities and its Impact on the Chlor-alkali Industry’s Competitiveness", "International Practices at Converting the chlor-alkali production facilities from the Mercury cathode Electrolysis into the Membrane one", "Transport Rail and Road", and "Disinfection of Water with the use of Chlorine in Russia and Abroad".

On June, 19-20, 2007 Association " RusChlor " at support of the “Russian Chlorine Safety Centre” and Federal Service of the Russian Federation on the Ecological, Technological and Nuclear Supervision has carried out

the fourth international conference 

«Modern equipment and technologies for the production and  use of chlorine» 

In the conference have taken part:

  • the largest Russian enterprises as a group producing more of 90 % of chlorine and caustic;
  • Russian the enterprises - consumers of chlorine;
  • the leaders Russian scientifically - research and design organizations;
  • the leading foreign engineering companies;
  • Russian and the foreign manufacturers of the equipment and armature for chlorine industries.

Conference has passed in a business atmosphere, in a mode of an intensive exchange of the general and technical information on a modern state of affairs and prospects of development of the chlorine industry.

Despite of short term of carrying out and rigid enough time schedule of the conference, organizers had been refined an opportunity for informal business dialogue of participants.

With the plenary report on a current state of affairs in the chlorine industry of the Russian Federation and scripts of its further development, a modern condition and prospects of the Russian market of caustic and chlorine the President of Association " RusChlor ", the general director of Public Joint-Stock Company " Caustic ", Volgograd E. Azizov has acted.

The deputy chief of Department on supervision of explosive and chemically dangerous industries and objects of Federal Service of the Russian Federation on the Ecological, Technological and Nuclear Supervision L. Gan’shina in the report has in detail stopped on existing principles of the state supervision of dangerous manufactures.

At the conference safety issues of manufacture, certification of purchased industrial equipment, achievement in processes technologies of chlorine manufacture and its derivatives, the technical decisions, new developments and economic gains of their application, organizational decisions and principles of automation of productions in the chlorine industry also have been considered.

Participants of the conference have noted its obvious utility, have expressed gratitude to organizers and have stated a persevering wish about regular carrying out of such meetings in the further.

Besides actually conference within the limits of allocated time it has been held assembly of members of Association " RusChlor ".
